Bend Property Tax Assessments Explained

Every Bend property carries three key values. Real Market Value (RMV) reflects the estimated sale price as of January 1 each year. Maximum Assessed Value (MAV) was established by Measure 50, which Oregon voters passed in 1997. Under ORS 308.156, MAV grows at most 3% per year unless new improvements or other qualifying changes are made.

Assessed Value (AV) is the lesser of RMV or MAV. Your tax bill is calculated from the AV. In Bend, rapid growth has pushed home prices up much faster than 3% per year. The result is a large gap between what homes could sell for and what they are taxed on. Long-time Bend homeowners benefit from this gap. New construction gets valued using the changed property ratio, which keeps new homes in line with existing properties in the same class and area.

Measure 5, approved in 1990, caps tax rates. School levies cannot exceed $5 per $1,000 of RMV. General government is limited to $10 per $1,000. When levies exceed these limits, compression reduces the total. Some Bend tax code areas experience compression, meaning taxing districts collect less than they originally budgeted.

Pay Bend Property Taxes

Deschutes County mails tax statements to Bend property owners in late October. Full payment by November 15 earns a discount. Two-payment and three-payment plans provide later due dates in February and May. Late payments carry interest charges.
